Plans to convert Winshill Water Tower into a luxury residence with roof terrace

The structure was built in 1907 and ceased functioning as a water tower in the 1990s.

Developers are seeking to transform the decommissioned Water Tower on Winshill’s Tower Road – the highest point in Burton – into a single dwelling, complete with a rear extension, double garage and roof terrace.

The structure was built in 1907 and ceased functioning as a water tower in the 1990s. During the First World War, it was reportedly patrolled by local scouts due to fears of attacks by Zeppelins.

An official ‘Planning, design and access statement’ was submitted to East Staffordshire Borough Council by current owner South Staffordshire Water late last year, followed by a range of other development documents through 2026.

The plan includes a first-floor “modern, contemporary” rear extension “to accommodate the downstairs living space, which will include a living room, family/games room and an open plan kitchen”.

Four floors would house five bedrooms with ensuites and ‘dressing rooms’, as well as a home office. Most of the rooms would measure 11.5 feet in height.

At the top of the property, a roof terrace would be developed, “showcasing a viewing point”.

Winshill Water Tower is not listed – unlike the 1866 water tower on High Street (grade II), which formerly served Bass’ old brewery – but developers recognise that it has “some significance in the local landscape due to its height and prominence”.

Therefore, the tower is considered to be a locally important building, and is therefore worthy of retention where this remains practical.
